Plane Crash Problem: On March 9, 2003, at 2040 eastern standard time, a Mooney M20J, N201ZM, piloted by a commercial pilot, was destroyed during an impact with the terrain near Tower, Michigan. Night visual meteorological conditions prevailed at the time of the accident. The personal flight was operating under the provisions of 14 CFR Part 91 on an instrument flight rules (IFR) flight plan. The pilot and his passenger sustained fatal injuries. The flight departed the Oakland County International Airport (PTK), Pontiac, Michigan, at an unconfirmed time. According to preliminary information provided by the Federal Aviation Administration (FAA), the filed flight plan was from PTK to the Cheboygan County Airport (SLH). Air traffic control (ATC) cleared the airplane to 3,000 feet mean sea level (msl) for a planned visual approach into SLH. The pilot reported being in instrument meteorological conditions and requested vectors back to PTK. ATC cleared the airplane direct to the PTK VOR and to climb to 7,000 feet msl. The pilot acknowledge the clearance at 2035:39 (hhmm:ss). No further radio transmissions were received from the accident airplane. The wreckage was located approximately 19.5 nm southeast of SLH. A weather observation station, located at SLH, recorded the weather around the time of the accident as: Observation Time: 2035 eastern standard time Wind: 330 degrees magnetic at 13 knots with gusts to 19 knots Visibility: 4.0 statute miles Current Weather: Light snow Sky Condition: Scattered clouds at 1,100 feet above ground level (agl) Broken layer at 2,300 feet agl Overcast layer at 4,500 feet agl Temperature: -15 degrees Celsius Dew Point: -18 degrees Celsius Pressure: 29.97 inches of mercury Parties to the investigation include the FAA and Textron-Lycoming.
