Title: CESSNA 177RG, N1925Q, COLLIDED WITH A PARKED AND UNOCCUPIED PIPER

Plane Crash Problem: On April 11, 2003, about 1030 Pacific daylight time, a Cessna 177RG, N1925Q, collided with a parked and unoccupied Piper PA23-250, N14002, prior to taxing for takeoff at the Redding Municipal Airport (RDD), Redding, California. Jim & I Aviators, Inc., was operating the airplane under the provisions of 14 CFR Part 91. The airline transport pilot, the sole occupant, was not injured; the airplane sustained substantial damage to the right wing. The local instructional flight had intended to depart Redding. Day visual meteorological conditions prevailed, and no flight plan had been filed. The primary wreckage was at 40 degrees 30 minutes north latitude and 122 degrees 17 minutes west longitude. The pilot of the Cessna told investigators that he was a CFI student and was preparing to practice flying from the right seat. During the starting sequence, the pilot inadvertently set the throttle at 1/4-inch from full throttle, instead of setting it at 1/4-inch from idle. The pilot started the airplane from the right seat by leaning over to the left side of the airplane. When the engine started, the pilot was not able to stop the airplane's forward progression. The right wing of the Cessna passed over the left wing of the Piper and struck the propeller. The Piper was tied down with the propeller stopped in the vertical position.
