Plane Crash Problem: On September 15, 2003, about 1200 eastern daylight time, a Cessna 206, registered to Finn Aero, experienced a loss of engine power and collided with a fence during a forced landing near Okeechobee, Florida. Visual meteorological conditions prevailed at the time and no flight plan was filed for the 14 CFR Part 91 personal flight. The airplane was substantially damaged and the airline transport-rated pilot was not injured. The flight originated about 1100, from Clearwater Air Park, Clearwater, Florida. The pilot stated that he had the owner's permission to operate the airplane, and he filled the fuel tanks and flew the airplane on three flights with full-stop landings. The airplane was secured following each of the three flights. Following the third flight, a total of 50 gallons of fuel were divided equally and added to each fuel tank. He then operated the airplane on another flight that lasted 1.7 hours, where a full stop landing was performed and the airplane was secured. With respect to the accident flight, he performed a preflight inspection of the airplane, departed with the fuel selector positioned to the right fuel tank, and climbed to 5,500 feet. Approximately 30 minutes into the flight, he repositioned the fuel selector to the left tank position and the engine quit. He repositioned the fuel selector to the right tank position and restarted the engine. He reviewed the emergency procedures and again moved the fuel selector to the left tank position; the engine quit again. He moved the fuel selector back to the right tank position; at that time the airplane was approximately 25 nautical miles west of the Okeechobee County Airport. He elected to divert there, and when the flight was approximately 6-7 miles west of that airport, the engine quit. He positioned the fuel selector to the left tank and yawed and banked the airplane in an attempt to supply fuel to the engine; the results were unsuccessful. He maneuvered the airplane for a landing on a road, and first noticed a fence crossing the road when the airplane was 100 feet above ground level. He was committed to the landing, and touched down on the road just short of the fence. The right wing of the airplane collided with a fence causing the airplane to veer to the right. The airplane came to rest upright with the right main landing gear collapsed.
