Aircraft regulation; including certification and documentation all fall under the jurisdiction of the FAA. Virtually everything that involves aviation is regulated by the Federal Aviation Administration, who are responsible, overall, for safety and therefore the passengers who use any aircraft as well as the pilots and aircraft staff. This includes safety of passengers as well as the public. Aircraft regulation in every aspect is the responsibility of the FAA. When and if something happens, it is the FAA that is asked why.
