If you've ever wondered if there was a guiding entity concerning aviation and aircraft regulation; there is. Aircraft regulation; including certification and documentation all fall under the jurisdiction of the FAA. Virtually everything that involves aviation is regulated by the Federal Aviation Administration, who are responsible, overall, for safety and therefore the passengers who use any aircraft as well as the pilots and aircraft staff.
