Section 91.19 of the federal aviation regulations prohibits the operation of a civilian airplane within the United States where the individual knows that stimulant or depressant substances or drugs, marijuana, and narcotic drugs as defined in state or federal statutes are on board. Federal law also prohibits medical marijuana on airplanes in California and on any flight, regardless of whether the passenger has been issued a medical marijuana card. Federal Aviation Regulation 91.19 exempts stimulant or depressant substances or drugs, marijuana, and narcotics that are authorized by or under any state or federal agency or any state or federal statute.
